Sea anchor effect
Sea anchor is a very positive notion, at least according to the circumstances in which it would be used. It is generally thought to be the first line of defense on the high seas when your means of locomotion is lost (main mast gone and/or motor fails). It can act somewhat like a parachute. http://www.seaanchor.com/seaanchor.htm
Perhaps you meant something more like "ball and chain?"
